Hi danpop,
The circuitry for controlling the speed of your fans is mostly built into the blower fan housings, one on the left and one on the right near the firewall, behind the dash. In each blower housing are two relays and a circuit board that contains a Darlington transistor and a few other parts (diodes, resistors). They are not difficult to rebuild if the Darlingtons are still available (check Mouser and Digi-Key). Confirm this in the eBook, but I think that is a classic symptom of failure of the Darlington transistor circuitry. When you turn the fan switch to High, the high-speed relay in the blower housing bypasses the Darlington and applies 12V directly to the fan motor, but when you turn the fan switch to Medium or Low, the Darlington circuit comes into play to reduce the voltage to the fan motor. So if the fan doesn't run on the Medium or Low settings, the Darlington is suspect.

I'm not sure which photo you are looking at, but the Darlington transistor is the large silver-colored component shown in this photo from the eBook:
And here is the underside showing the three terminal leads:

Thank you! Just finished rebuilding the blower with a new transistor, and you were right, it was Darlington transistor. Blower works great now.

Hi - the drivers side is fairly easy/straightforward on the 94 but yes you do have to remove the airbag on the passenger side, so not so easy.
If you search the archive, there's a post on how to disarm/remove the airbag on a dual airbag model.
Do the driver's side first to get a feel for the job!
