1974 XJ6L Series II blower fans malfunction

1974 XJ6L Series II blower fans malfunction
I can not get the blower fans to function in either HI or LOW speed. I can hear the flappers open and close when I move the control knob. I also have 12V on the "relay" on tab 21 but no where else on the relay board no matter where the control knob is set and engine running.
