If that checks out Ok then I'd remove the horn button. If the horn goes silent then you have a problem in that area. If the horn is still honking then you you have a problem with the grounding fingers, or somehow related to the grounding fingers.....possibly to the contact rings in the column falling out of position.

Will give the relay another once over today with the test light. I printed out the schematic you provided so I have more detail.

On the horn push. I took the horn push out and it was still honking yesterday when i was cleaning the contacts

Seems like it would be a simple issue to fix but alas hahahahh

Will get back to you all!
