Best practices for starting after sitting for years?
What are important steps to take when preparing to attempt a motor revival after many years sitting?
Fuel line check and replacement.
fuel purge and new filters.
Oil dump, ( flush? ) and replacement.
Air filters.
Coolant flush and refill.
fire extinguisher handy.

i am planning on pulling all plugs and fogging the cylinders before manually turning the engine over. Is that wise?
Anything else I should be sure to do?

If it is only regarding on getting the engine dtarted, I would give it fresh oil, fresh filter, fresh coolant.
Remove all spark plugs, put a teaspoon of oil in each cylinder, turn it over a few times by hand to spread the oil, leave the plugs out, disconnect the injectors via main plug and then use the starter to pump the free oil into all channels (hold starter for like 20-30 seconds).
When done, all plugs in, attach all HT leads, reconnect the injector harness. Start.
I wouldn't worry quite yet about hoses and co. Just keep an eye on the V and smells. If it stinks of petrol in the engine bay, then obviously there is a fuel leak.

generally what ill do starting a car that has been sitting a long time is turn it over a few times by hand with no spark plugs in it and a couple drops of oil in each cyl and make sure nothing is stuck. then change the oil if it looks dirty. disconnect the ignition and turn it over long enough to get oil psi. if no fuel or other leaks are present then you can hook the ignition back up fresh fuel and see if it will start. then after you have it running and make sure that everything seems ok, then go threw and change all fluids engine transmission rear ends replace all hoses belts ect. new plugs wires give it the works. but its kind of a waste to do all that if you don't know that it wasn't parked because it has a spun rod bearing or something like that.

Good news is it was running and driving up until it was parked in in 2002. Good advice in any case. I’ll make sure it spins before I go too far.
It has 100K and change on it! The PO must have really enjoyed driving it! Very well kept from the looks of it, but no docs.
It’s last few days it has endured some terrible treatment! Someone also removed the OEM radio with a hack saw. The ignition switch was disassembled in place with what I imagine had to be a tire iron. No dash or plastic damage though. Disassembled pieces are all there. Once I get to do a thorough check tomorrow any actual damages will be one of the deciding factors as to what to do with it. Would be really nice to have a spare... everything. Would also be nice to have one I can tear down and rebuild while still getting to daily drive my ‘86.
