Blue vacuum solenoid valve

The blue vacuum solenoid for the cruise control is non functional, if I bypass it cruise control works. Do I need it? My understanding is this was fitted originally as a recall.

It was fitted to make sure the vacuum was disabled when the speed control was OFF as a double safety measure.
