WD40 isn't really a penetrating oil. You need to use something like PB Blaster. Spay some on, and wait. Sometimes I've had to wait a few days, occasionally spraying a bit of PB on.
Next step up it to get more torque on your wrench...find some copper or steel pipe that will fit on the handle of the wrench, and that will make the wrench a foot or so longer. Then you'll have more leverage.
If that doesn't work, put a torch to it. MAP gas is best. Heat the joint, let it cool a bit, spray with PB Blaster, and continue this cycle until it comes off. You need to be very careful with the "blue wrench" (the torch) that you are not heating up things you don't want to heat.

Actually there are various tests available online showing WD40 regularly outperform products marketed as penetrating fluids like PB, Kroil, Liquid wrench, etc.
I would douse all parts of it with some type of oil and leave it for a while, coming back and re-applying every once in a while. Then I would remove that shock thats in the way and put an impact with a 6 point wobble socket on it. If its an impact it will nearly certainly be a 6 point anyway, but using a 6 point is really important in not tearing the head of the bolt up.
If you have a wimpy impact that doesn't get it right away, come back and hit it with the impact for a while and spray more fluid at the same time and keep doing that until it lets go. You other bolt is clean and shiny, so I don't imagine it will be rusted enough to break off.
