I've never seen Rear Fog Lights in California, Montana or anywhere else I've ever driven at night (and I used to drive a Lot at night!). The first time I saw them discussed over on Jag Lovers I thought they must be a European thing.

In the UK, there's a legal requirement for one rear fog light to be fitted (on the drivers side) on all cars first used after 1st April 1980. There must also be fitted a tell-tale light on the dashboard as it is illegal to use the fog light in anything than extreme restricted visibility conditions. In extreme fog conditions, I think they are a very necessary safety aid, and I'm surprised that the more safety-conscious US has never mandated their fitment.
The principle of having one high intensity rear fog light is that it will not be confused by following drivers with the application of the brake lights. However, many manufacturers then started to fit dual rear fog lights, presumably for ease of application in LHD & RHD markets.
As I understand it, there's no legislation requiring the fitment of rear fog lights in the US. Indeed, I believe they are illegal in some states.
Front fog lights are not mandatory in the UK (or the US?) so were always an option on XJSs in all markets. I have them fitted on my car, but have covers fitted on them to protect from stone damage because they are fitted so low. So I've never turned them on!
