No start-No OBD II connection

No start-No OBD II connection
96 XJS convertible. Will not start.
Purchased a BigBanana 600 dianostic tool. It gives a a connection error when trying to hook up.
An earlier response to my "No Start" post said that the tach should read 10-200 RPM while cranking the engine. If not, the ECM is not powered up.
If this is the case, where do I check to see if there is voltage to the ECM? If no voltage, where do I check next?
Note that when the OBD instrument is tryingtoconnect, the cigarette llighter red light flashes!
Any halp is greatly appreciated. I've beentrying to solve the starting problem on and off for a month.

Can you give us a bit more info when you say it won't start? Was it running ok previously? Did this happen suddenly? Had the car been left for a while? Does it turn over properly? Does it try and catch? etc etc.
Before trying to hook up an OBDII reader which probably won't help you understand why it won't start anyway, I would just go through the obvious:
- Is there fuel reaching the cylinders?
- Is there spark at the spark plugs?
The problem probably lies in either fuel or sparks so try and pin down which it is before worrying about ECM etc.
