Default Steering rack on the bench - tower seal replacement.. cont get C-lip in place

I have removed the steering rack to replace the tower seal.
"Living with a classic" U-tube man - smashed the new seal in to place with a socket.
Mistake one... first seal in the bin. the seal can not be driven in to far or it will destroy the lip of the seal.
That is what happened to my first seal... as mentioned in the "book"

So new seal is here, (another $28) still can't drive the seal in enough to put the outside cover seal on and the C-Clip with out too much force... no hammer so far, just pushing the seal.
I am going to make a driver to get this seal in enough to put in the C-clip at work on the lathe at work... finger crossed.

Anyone have experience that may be helpful?
I read the "Book" and some use different seals, but I have the OEM job so that is what I will use.

New seal in place. Needs to be pushed down.

Then top seal seal, C-Clip and outer cover. I just can't push them in at the moment.

First seal - stuffed...

Off to make a drift to I hope push in the first seal enough to get the C-Clip in place.
This must be a common thing.. any one done this?

New seal arrived and I made a drift to install the seal without driving it in to far, as discussed in the BOOK.
With the use of this I put the first seal in, followed by the outer washer... bang bang with a hammer and bingo, C- clip installed.
Put the rack back in the car, connect the steering knuckle, it can only go on one way if the bolt is to go through. So no problem moving things to suit.
I also added extra heat shield material to the heat shield to reduce the heat on this seal.
Started the car and so far so good.
