Well I removed the inlet side fuel pressure regulator, re-checked the sump tank, and refreshed a couple of the vacuum hoses. She started up and I was able to drive her for the first time in a couple of weeks.
I think there is a problem with the gravity feed into the sump tank, I'll be double checking that in a couple of days.

The wide hose that gravity a Feeds the sumps tank can collapse inside. Also the tank outlet can get blocked. replace the hose and test its feed speed with a container. Your symptoms are consistent with this's being your problem.
I have cleaned out the sump tank, twice, the main gas tank needs a cleaning too, I'll get to that this winter. The previous owner forgot to put the fuel screen back on tube going into the sump tank. Fortunately he put it in the trunk with some other spare parts.
I also discovered that the vacuum hose to the transmission Vacuum modulator had developed a hole. Put a new one on and she fired right up.
Today is the first time I have gotten my 91 XJ-S up to highway speeds. Fact is, this is the first time since 2003 that this car has gone over 50 miles an hour.
Today I gave her the Italian tune up and she passed like the awesome car these XJS' v12 are. (I found a stretch of highway (75mph zone) and red lined her for the first time since 2002). She purse like she should, and is wicked fast, I wont say how fast I got her to go, but I will say she got there faster than my 1988 XJ-S. My hearts still pounding. ;-)

On to the next gremlin. Windshield wipers. Someone took the original windshield wiper motor and washer pump from the car and replaced it with on old broken one. I have purchased another motor, it worked for a moment then stopped. I'm thinking it is a fuse. This will most likely be another thread. Again thanks everyone.
