In my 2012 user manual bought from dealer (for a princely sum) the fuse box in the passenger footwell is actually the one it lists for the rear seat area.
Not quite sure if there were any major changes between 2012-end of production?
Are you sure? On my manual, those two fuse boxes have an almost identical layout. Here's screenshots from my manual; rear seat fuse box (2) and passenger compartment fuse box (3, rotated 90°).
As you can see an awful lot of blanks with only 5 of the first 13 used
Sorry you've got to invert your head to the right, as you can see all of the fuse positions are full for the first 6 and crucially a 20a in position 1, the a 10 and 2 x 20's
Here's a pic of my fuse box
So perhaps it's just my manual (which cost me £60) and shows a publish date of 2012 is wrong?
Crucially my manual doesn't list any 30a fuses for the front where the rear has 4...and guess what my front has 4 x 30a!
Here's my front fuse box, looks pretty much like yours, 4x30A included.
Perhaps your manual has just mixed headlines for the two fuse boxes? My fuse listings are very similar to yours, just with the headlines the other way around. I can't believe they'd actually swap boxes around for some model year...
EDIT:
I noticed you're missing your fuse picker. Shortly after taking this photo last year, I dropped mine somewhere behind the trim, and haven't remembered to fish it out. If you find a source for said fuse pickers, I'd be very interested.
Yes I think a mix up in putting together the manual, first that Jaguar UK has heard of it, have sent them the evidence, they've apologised and offered to refund me the cost of the manual...plus they've promised to send me a replacement gratis when/if one is produced.

Update - Main dealer called and advised they have my replacement handbook, as the one they supplied is for up to 2012
Weird incompetence considering they had my reg and also my VIN??
They've asked me to come in and swap over which is a 40 mile round trip (which I don't mind) but still a bit of a liberty
Before making that trip, you may want to have the dealer confirm that the error has been corrected even if it's a newer manual. My manual, which has the last face-lift version of the car pictured in front, also has the fuse index wrong. Publication Part No. is JJM 18 02 30 131. I highly doubt Jag changed the fusebox layouts between 2012 and 2014.
Yep it's 10 02 30 151 they've given me, these manuals are not cheap...so you'd at least think they'd get it right, or else put a sticker in them advising buyers of the error, as I'm sure they've been made aware many times in the past....grrr
