Maybe ECT is giving false reading making car think it needs fans on/high.

Is your climate control, defroster and subsequently ac on automatically? It is in mine when temp drops.
Some cars will turn cooling fan on when if ac is on.
Just a guess, try it.

Thanks Q&C i will put scanner on car over weekend see if it picks up any codes . as you know i changed out the water pump a couple year back , first thoughts was its gone. did not have the time to give the jag a check over today but coolant level was normal . my thoughts are thermostat faulty, or relay sensor etc or could be just a worn wire . been on the web to me its on them lines but stand to be corrected

I would have thought it is unlikely to be a water pump or thermostat issue if the fan comes on as soon as you start the car when the engine is cold.

Result as such , in my case a worn wire as predicted by my indie who has been a jaguar guy for over 30 year , not had a look at car but i was dropped of soon afer garage called around 12 lunch time to pick up car , it cost 4hrs labour for them to trace problem and remove front bumper wire was located under that cant remember what side as events unfolded on way home . car drove really good it felt better than it went in . Well it felt that way . doing 70mph on a stretch of dual carriage way whilst over taking i hit a very large pot hole at least 3ft across and around 8 inch deep BANG tyre blew . instincts cut in and i put on hazard warning lights and veered from outside lane to emergency lane , tyre kaput and kink on inside of alloy . phoned a few nos and hour later a tyre fiter van came to my rescue with a new dunlop 255-35-20 tyre drove car home now shattered and deprived of green backs

George,
To offer some consolation when its pissing down on you.
It would have taken a great deal of plumbing misfortunes by a great many to pay for a Jaguar like that.
You are still ahead.

I bet the mechanic's 4 hour rate was lower than your minimum.
