Default Waterbag in Fender?

Hi Guys!

I am a little confused. I'm currently swapping the side power vents of carbon.
Now I've disassembled everything and inside the fender is a bag full of some liquid?
For what is that?
See pictures.

Ballast.....

There are various insulating bags behind body panels, this one has come up before, likely water over time has found its way in and filled up.

Ballast....yes it is...

Okay, thanks for answer.
This was my first thought.
But the bag is sealed.
When I press at the Bag, there no liquid splashes out....

I have the same bags in mine front and rear, but they are filled with foam not water. The other thread concluded that somehow water had entered the bags from rain or washes.

Maybe a present left in there by a worker as a prank.

When I remodeled a bathroom here at the hacienda I discovered a 20 year old Budweiser beer can a worker left sitting in a wall cavity.

I always thought that bag was to catch the A/C condensate before it spilled into the passenger compartment. What do I know?
