i was wondering,
my ac and the cooling fans,
when the ac is turned on, do the cooling fan or fans turn on?
my symptom is that the ac doesn't cool as well when i am stationary or below 50 mph so wondered if the fans should be on when the ac is on to allow air to be drawn through the condenser?

Yes the fans should go on when the a/c is turned on. I would suggest that you have your battery tested first to be sure it and the charging system is working then check the charge on the a/c system.
