2000 XKR OBD II Port Bad Won't Read?

There is a possibility that one of the exhaust cams has skipped a tooth due to a failing secondary tensioner. Your first move should be to remove the valve covers and determine if the camshafts are in alignment. Lots of information available in the DIY Sticky on the procedure. Attempting to start the engine without that information could cause major damage.
Members would like to know some details, such as year, model, miles so that they can assist you.
If your ECU is not responding it could be a blown fuse, but you reported a reading from the scanner, so that is unlikely. The best thing to do with results from a generic scanner is to report the actual code here. They often do not correctly interpret jaguar codes.

Yes, I had a bad ECU! I found a matching used ECU on eBay and had AutoECU (i think that was the name of the company) transfer the information off my original ECU to the replacement used ECU from eBay, they also rebuilt the replacement ECU and gave me a lifetime warranty. Plugged it in and it worked perfectly! Cost me a total of about $600 I believe, sure beat the $6000 Jaguar quoted me for replacing it with a new ECU.
Yes I did! The VIN doesn't have to match, I purchased a used ECU from eBay with the same part number and VCATS number to replace the original. I don't think the VCATS number had to match but it was available so I purchased it.
Tim from Autoecu.com solved the problem for me, he was great and worked with me to figure it out... Autoecu said the original ECU needed a "complete overhaul", we tried that but it didn't work, I still had the same issue after the overhaul. On eBay I purchased a used ECU, I sent the used/eBay ECU and the original/overhauled ECU back to Autoecu. Autoecu flashed the vehicle data from the original/overhauled ECU to the used/eBay ECU and rebuilt it for me. No, they didn't charge me anything extra, all covered under warranty! They sent it back, I installed it in the car (it only takes 5mins) and I could read my vehicle again!!!!

I also took it to 2 Jaguar dealerships and 1 independent mechanic that wasn't able to solve the problem. Checkered Flag Jaguar in Virginia Beach is quite possibly the worst dealership I have ever dealt with, they told me only a new ECU would work and it would cost over $6000. Browns Jaguar in Richmond kept it for over 2 months, they told me they couldn't figure out what was wrong and to come pick it up.

I don't understand your logic . You say that replacing your ECU fixed your problem. That is what Checkered Flag Jaguar told you was the problem. All the others who couldn't fix it you have no issue with. The one place that told you the problem gets slandered. Sure, the price was outrageous. But it is a dealership. And even worse, it's a Jaguar.
Another problem was when I asked them if a used ECU could be programmed to work, they said no. They assured me it was impossible to program a used ECU to work, they can only be programmed once. My outcome proves otherwise.
The older these XK8s and XKRs get, the more incompetent the dealership service departments get. The vast majority of them just tell us to go pound sand now. Owners that cannot DIY and do not have access to a well-respected fairly-priced indie shop are essentially hosed....
