My decipher, how about this:
Clock=Speedometer
Spring=before electronic speedometers, was used to adjust magnetic ones
Yellow Arrow=speedometer needle when illuminated
Pin=Needle rest pin at zero mph/kph
To answer the question:
Yes, my speedometer needle rest on the the pin at 0 mph which visually extrapolates to 6~7mph on the dial. (I assume that it is inaccurate below 10 mph as many cars are)
Is my thinking on the right track?

Clock might be your face. If so, the spring could be either your nose or a bottle of refreshing water you are drinking. Pins is slang for feet, in which case, perhaps, your (ahem) arrow might be pointing at it. If the arrow is yellow, now might be the time to visit your doctor. I'm pretty sure my explanation is the definitive one.

I was laughing at the banter, not at anyone's knowledge. We all start knowing the same amount, which is why I love this forum, so my apologies in return to anyone if the message didn't come across as I intended.
I found the pic. on Ebay in the hope it would help the OP:- but what I thought was a pin is probably the end of The ClipThat Must Be Present.
I guess 'clock spring' and the opportunity for a wind-up was just too tempting, LOL
