Replacing front suspension ball joints and bushings. Bolts attaching lower wishbone arms inserted opposite way from manual. Had to turn wheel to lock and remove steering boot to get out. Guess were replaced before. Can’t understand why someone went through the trouble to reassemble that way.

Your pictures show them correct. The bolts can not be reversed due to design of the bolts.
rear bolt is removed rearward and front bolt is removed forward as shown.
As said above, I think you will find that the hole on one side is bigger than the hole on the other and the bolt is stepped so that it only fits in the way yours are fitted. I believe that this is so that alternative bolts with a cam step can be used to adjust the camber. It could be that the manual applies to cars which did not have the camber adjustment option. You can look at the removed bolts to see whether yours are reversible or not.

I don't believe the manual is wrong, it only states "remove nut and bolt" and the illustrations show the correct orientation.
Just remove the fasteners holding the steering rack and let it dangle on the pinion shaft.
It will not affect the alignment.(toe-in)
All the control arm bolts can be accessed and removed.
