Default No crank & other problems

Hi all, I’m a GM master tech and enjoying more than I can chew learning about this jag and need a world of help, lol. HISTORY: It’s a U.S. car, left hand drive. Car is new to us, purchased as is so I know nothing about it, I have the wiring, diagnostic/test and workshop manuals. None of which has any diagnostic flow charts to provide sensible help. COMPLAINT: 1) engine will not crank. OBSERVATION, starter motor works fine, with relay removed and jumped, starter draw only 53 Amps. Relay is not not getting triggered. Key doesn’t have a transmitter device so I don’t think it has a decoder. Ideas?
COMPLAINT: top is dead. OBSERVATION: key in door turning left, nothing. Key on, moving toggle switch, I can hear clicking in the trunk. When we first got it, it was up. Followed this forum and got it down.
OTHER DETAILS: key on, cluster check reads 1) electrical fault 2) transmission fault 3) low outside temp 4) suspension fault 5) engine fault (currently valve covers, coils and MAF sensor is off though) 6) incorrect part fitted.
finally, if successful I attached a pic of a connector in the truck in front of the battery. What is supposed to be connected to it?

Pencil tip pointing to connector in question

Default OBD

Update. Unable to get any data from OBD Connector.

when you have scrolling engine trans fault etc there’s no high speed can.

ecm might be stone cold dead the 97s and 98 with japan made ecms do that a lot the caps leak out

don’t worry about pinpoint and flow charts just use the wiring diagram and common diag sense

North American 1997 Jaguars do not have RFID transponders so forget about 'chips' in the keys.(RFID started with introduction of 1998MY Jaguars)

Ignore the battery isolation device harness connector. (it was removed and returned to Jaguar as per PDI policy)

I’m hoping for a language barrier here. What is a high speed can? And define “caps leak out”?

The CAN bus (Controller Area Network) is what links the ECM, Gear Selelector Illum module TCM, ABS, INSTPK as a network.

lol, thank you. Serial data bus over here. The fun part of this car is 5 minutes finding something in the manuals then 10 more minutes on the web translating to American English.
Steep learning curve so I appreciate the patience.

"Caps" is short for capacitors....
