I have used a product made by Mar-Hyde #4311, Paintable Rubber Under Coating. Sold in most auto parts stores in a spray can. Works wonders.

Also great for house roof leaks.

In the UK we have either waxoyl, dinatrol, both of which are a rust protection coating which stays wet(ish) or shutz

I've used the 3M rubber undercoating...works great, just make sure you clean the wheel well really good, otherwise it doesn't stick. Ask me how I know.

This stuff ...

is really great at protecting such areas, but a bit of a chore to apply. Brush, not spray.

I've used it on several vehicles. If you prep the surface carefully, you'll never have to re-do it.
