Default Side lights stay on

Jaguar XKR 2000 USA Canada spec, convertible
When the ignition is on, car running I can control my lighting. However with ignition off and key removed my side lights stay on.
I tried a second hand light stalk, no change.
Have slaved in SLCM, no change,
Slaved in another security module no change.
Removed all brown and black relays in turn, Lights stay on.
noticed when the slaved security module was slaved in, that if the casing touch the bodywork then the interior footwell lights and instrument lights came on.
recently upgraded my internal lights, instrument and centre consul lights to LED.
have a security module fault that wont clear, say no ignition state.
On ignition off and key remove instrument display shows green lights on indicator, the after about 15 seconds main beam and indicators flash but main beam and indicators not actually on, only indicated on the instrument display.

any ideas would be appreciated

Not unusual for aftermarket LEDs to stay on after ignition switch shutdown. Some folks have resolved this issue by installing the appropriate resistors in the circuit where they installed the LEDs....

Front side lights stayed on with normal bulbs. Rear lights are also standard lights
I dont know what the no ignition state fault on the security module means, as to how to resolve

How are you reading the 'no ignition state' mesage? Some form of diagnostic tool?

The SLCM does receive network ignition state messages, but I'd expect other issues (hood/boot/filler cover operation) if there was a problem with the SCP bus.

The SLCM only manages the reversing and fog lamps:- the body processor module is the real controller. It should be possible to extinguish any relay-controlled lamp by removal of the related relay.

Did you have any problem before replacing the bulbs, and did you disconnect the battery before removing the instrument cluster?

Separately, there is a TSB for the 2000MY cars (attached) which may or may not be related.

On my 2001 the side lights are all powered directly from the BPM - no relays in between. If they are staying on that points to either the BPM itself being faulty, or whatever signal into the BPM that decides if the sides lights should be on, being faulty (the lighting stalk or maybe even the dimmer module is grounding the side light input on the BPM).

If the 2000 is the same as my 2001, OP really needs to see what is happening at the BPM side light input pin.

This looks to me like a ground issue. Like the module electronics have no good path to the ground post on the battery. I would start investigating all of that with a meter.
