Starter not working
I have a 2003 XKR that won’t start. I have replaced the starter, swapped out relays with ones I knew were good, checked all fuses, & the battery is good. I have volt tested the main wire into the starter and I am getting 13V, but nothing to the little wire (which I think is for the bedix). I can short across the two posts on the starter with a screwdriver and the starter will engage and spin. I have also used my second set of keys and even the valet key, and none of that works. I am totally baffled and looking for any guidance on what else to troubleshoot. Could it be an issue with the alarm system somehow?
Unplug the Bendix wire and check voltage when someone turns the key. The starter won't turn until the Bendix starts to move on most modern cars as the gears would wear very quickly if it was spinning fast and trying to get into the flywheel.
If no voltage, the ignition needs attention of check for a unplugged wire.

First there is NO SUCH THING AS A BENDIX
The jag has a Pre engaged starter motor and the gear on the end is called a Pinion.
You have checked that you have a 12v supply via the thick cable Good
The thinner wire which supplies the starter solenoid needs 12v when cranking via the starter relay which is ignition switch operated. ( ignition switch provides earths not lives)
You need to supply 12v to the thinner wire and see if it cranks .( go from main cable to the small connection.)
If it does not crank the solenoid is faulty . If it does then you have a fault in the cable/relay/ign switch.
Consult the diagram in jagrepair.com. You may just need a new wire down to the starter or the end terminal is faulty.
If you need to take it off you need a extension Bar and socket total not over 126mm to slide in from the front and work via a knuckle and impact gun to remove the top bolt.
Any person mentioning BENDIX will receive no further help.

Thank you Pistnbroke - I will give that a try. Ha - It is my southern Georgia dialect that we call the pinion a Bendix - that’s how country folk down here identify it. Also, thank you for the reference to jag repair.com. I will give these a try next weekend as I have to head out of town for business this week (and this is my airport car, co I’m really upset I couldn’t get it working). I will keep all updated on my progress and welcome any additional suggestions or comments.

My '62 E-type had a Bendix, in that the starter motor gear was thrown into the flywheel gear with the help of a very fragile spring...Which I replaced at the local hardware store when it went bad...It had none of these new fangled electrical solenoids (which work about 1,000X better than a "Bendix.")
