Is this repairable or just replace?

It looks like "replace" to me, unless you know of a steering rack rebuilder.

Is it internal to the rack - or possibly dud inner track rods/track rod ends?
You should be able to see any slop at the outers; undoing the clips and sliding off the bellows will allow you to inspect the inner ball joints.

Both can be obtained separate to the rack.

Inners are part # JLM409 if you need them. Jaguar price is silly money but I believe SNG can better oblige.

inners look great, no movement,
it is the rack rod coming out on drivers side that has some wobble to it making the noise
pax side rod moves straight and true

anyone have suggestion for replacment?

AC delco or Bosch?
