I just went through something similar last month. First of all, even though the car’s barcode reads a 2002 model, electrically, my iCarsoft 930 reads it as a 2001 (some modules not present when declaring it as a 2002). Vehicle was built 5/2001.

First emissions place claimed that it couldn’t read my OBD, and failed me. This is the first year here that they switched to a wireless reader. All I did was go to another shop, which had no trouble reading from the port. Just wondering if the problem lies in the smog shop, and not the Jag?

Yea, this is why I tried with 3 other OBD2 scanners, but got the same result.

As of now I'm a bit stump. I need to wait to see if I can use wiring diagram to check fuses/modules in the DLC network that might be causing the problem. Don't really know what else to try.

Excellent point to consider, but with one caveat. OP is from California. How are the inspection stations there set up?

Some states contract the testing to various private repair shops, who are free to use whatever test equipment they choose as long as it meets the program standards. In this scenario, it would definitely be worth trying another facility.

In other states, such as The People's Republic of Oregon where I reside, all testing is done at state-run test facilities. As far as I know, all facilities throughout the state use the same equipment. There'd be no point trying elsewhere, as you'd still get the same equipment.

There's no CAN on a 2001 S-Type. A smog tester expecting CAN is not going to work!

Ford chose to use a PCM (engine and gearbox controls in the same case) to avoid the CAN bus. The Ford gearbox (5R55N) does not require a CAN bus.
When the X202 was introduced the ZF gearbox needed the CAN bus.

Here in the People's Democratic Republic of Kalifornia (the PDRK) emissions/smog testing is generally performed by independent testing sites; though, there are State run "Referee Stations" which are available to deal with problem cars or issue temporary dispensations on offending older cars which cannot be economically be brought into compliance.

It is my understanding that these independent testing shops can select from a limited range of "approved" testing equipment that communicates directly with the DMV main-frame computer in Sacramento.

Just to update everyone, ended up taking this to the dealer. It was the driver power seat harness. It had some burned wires that was causing the problem. Disconnected the seat and the car was smogged. I got hit a week later on the driver side and the starter went out the next day... Car is getting sold lol.
