You could probably tape it with clear packing tape or super glue it. Solder? Nah, don't do that.

Well i found this on the right front A pillar where i renewed my a pillar cover i found it there hanging around and i could not untill now find out where it is leading to
Did you find a corresponding place on the windshield where this tab attaches? As previously mentioned, is it for heating the lower portion of the glass so ice doesn't accumulate at the wipers?
Permatex makes a special conductive adhesive (#21351) for repairing a loose tab on a rear window defroster. I bet it would work for the front, too:

So guys I ve found out that the other part is under de windshield and the body exactly in the "glue" part i dont the proper word for it ... So it is the wire for the wind shield on the passenger side and aperranlty the did something......so they cut the wire so far i can see now if it want to be functional again i need to replace the windshield..... So someone had it ****ed up.....

Sounds like your car originally had the heated windshield. It was replaced for reasons unknown, probably a crack. An exact replacement (with heating grid) was not available so a plain windshield was installed instead. If that makes sense, and you're fine without the heating function, you could safety insulate that exposed wire and leave it alone.
What year is your car? If you'd like, I could find a fuse or relay you could remove to make sure the power is removed.

Well the fun part....it's still a heated windshield and its maybe replaced or kind of....so the best step and the easiest is plug it out and put a small plastic bag on the plug. Well this is the story so far maybe in time I'll replace the windshield
