AC, service bulletin, and records thereof
We have an '03 X-type with AC issues. The mechanic has replaced just about every mechanical part in the system, including the compressor. He found this bulletin

Said we needed to have that done. Dealer says they did it but couldn't provide any written records of it. It involves reprogramming the ECM so this is a dealer only operation.
Would there be a national/international database showing recalls and completed service bulletins by VIN? Phrased another way, how do I know they did this work?

When I worked at the dealer 20 years ago, it was called DDW. (dealers could look up all warranty work performed and completed)
If the recall was performed it would not be OUTSTANDING in the list so likely performed.
