Daniel, yep, seen it. Odds are, you are looking at the throttle body motor requiring some work. If you get a new throttlebody, plan on spending about $1600 (oh, you want it installed, that is more). You can get a wrecking yard one for around $400 in a lot of cases and there is someone on e-bay that you can ship your throttle body to and for $400, they will rebuild it for you (granted, you car will be out of commission while the throttlebody is out of the car). You can also check the plugs on the throttle body to see if those are coming loose and/or you are getting water inside. You should also check the wiring going to the outside plug (nearest the strut tower) to make sure that the wiring insulation is not damaged.
If you are getting a check engine light (which you should be if it is restricting the engine), get the codes read and post them here as that might give us an idea of what is really going on. I am just going off of what I have seen with other vehicles.

update.. engine failure code
Quick update on this post.. I've taken this car to three different people with scanners... Only code that comes up is c1165 which spears to he rear right abs... in assuming either rear CV joint or abs sensor ? But no other codes present.. And my check engine light is on...I don't get it.. Any advice?

daniel, because you have the C1165 code, that will trigger the CEL. The rest of the engine is working as it should. It may be that you are having a second wheel act up (placing bets that if this is the case, it is the other rear wheel), the car gets confused as to whether the vehicle is moving or not (2 wheels are seen as moving, 2 are not). So, it puts the car into a restricted performance condition to give the operator a chance to get to a safe spot. So, I would say to first remove the ABS sensor on the rear wheel and see if you spot the reluctance ring at the base of the hole. Worst case, you will need a new CV axle. If you do some looking, you may be able to find only the reluctance ring on say e-bay. Fix that wheel and then see what you have at that point.
