No Start, No Dashlights, Only an alarm

I am working on a 2003, X-type, 2.5 Auto. It is my son's car and I rarely drive the car, so my knowledge of the nuances of the car escape me. We had the car towed home the other day as he was driving the car, he slowed down to make a turn, and the car died. He tried to restart the car to no avail.
So what I know, the battery is good, tried another, when the key is turned to step 1, a beeping warning alarm goes off in the car. Key at step 2, nothing happens, no warning lights, no radio, it appears no power whatsoever to the dash. then of course nothing happens when key is moved to step 3, just the alarm.

Oddly the shifter will come out of park without the key in the ignition, which is not how it normally acted. The alarm does sound when it is pulled out of park and no key, and goes out when placed back in park.

You should check for a broken shifter cable. The lever in park should lock. If the handle will go to park but the cable isn't moving to Park, then it will signal you are not in Park.
Thanks to those who replied, I figured what happened, but why is still the mystery. The Ignition Switch fuse (F28) under the hood was blown. Not sure if someone before me had an issue or not. the page for my MY2003 Owners manual was missing the fuse pages, but the book for my MY2002 had it. The MY2002, F28, calls for a 30A fuse, I found a 15A fuse blown.
