Default What is this plug?

Hello guys,

I bought an X-type Estate.
Under the dash under the fusebox is a connector hanging loose, the yellow label says "to ip inline"
What is this and should it be connected?

I will save those for reference later.
However, still isn't clear enough for me what this plug does and why it is disconnected?

Is the cable COPPER WIRE or BOF? (black optic fiber)
It looks more like a connector to the D2B network.
