Is the PATS LED blinking or solid in the middle of the dash when you insert key to start?

If the engine isn't cranking at all, I would certainly start by placing a voltmeter across the battery, and monitor the voltage while attempting to start the vehicle. The voltage will normally dip slightly if the battery is driving a good amount of load such as that, but I wouldn't expect it to dip below 12V in any case. By the way, precisely what new battery did you install?

+1 on the above plus your last quote would indicate a battery with a very low output.

It may be new however it may need charging. Also Jaguars like calcium plate technology batteries not your run of the mill lead acid despite what dealers might install.
