Mystery part in boot
I just took a peek in the trunk of our '04 XJR but it's too cold to start removing trim right now. In your photo it appears to be just below the CD changer - is that correct?
I like Bob's guess that it could be a LoJack antenna. I did a web search and most of the images for LoJack antennae look nothing like your device, but the one at this thread isn't too dissimilar:

Could your mystery device be an antenna for Sirius/XM satellite radio? That just seems like an odd location in which to mount an antenna.
Looking at the parts diagrams in the Electronic Parts Catalog (EPC), I wonder if that could be Part 7, which is identified simply as "Isolator." I assume it is a radio noise suppression capacitor/condenser. Does the short wire at the bottom left in your photo connect to the body? If so, that would tend to support the idea of a suppression capacitor. The diagram doesn't show us exactly where in the car Part 7 is mounted.

The cable runs toward rear of car. I will take another look and see if I can tell where it terminates.
How common was lowjack?
Was it an assembly line item, a dealer installed option or other?

I've read a story about car dealers installing tracking devices in the cars, so they can easily repo the car. Maybe it's something like that.
