Yes I have LED's in the Park, High Beam and Fogs with no issues

Yes, just remover the bumper covers

The front bumper cover has to come off or fogs??

No, the bumper doesn't have to come off, just the two plastic covers inboard of each fog light.
These just clip on/off and the fixings for the fog lights are behind them.

If you are unsure check your handbook
It shows you how to remove one side to connect the tow hook
