Default OBD not reading

On my 1995 xj6 I wanted to see why my check engine light was on. I tried my scanner first, one at advanced auto parts and two at auto zone and none of them were able to get a reading. I checked all my fuses (left/right engine bay, left/right heel and the fuse box in my trunk) right after I did not get a reading and they all are fine. I have no idea what to look at next.
Can some please tell me which pin(s) should be getting 12v.
Thanks!

xalty,
Thanks for responding. I understand what you are saying but in the past my scanner has worked on this car so I think it is a different problem then you are describing.

there is a fuse and someone found one of the pins bent in the OBD 2 socket

The fuse is shared with the fuel pump relay pulling coil halve so if you have that ....

The fuse is if I recall in the right heelboard fuse box different then the muscle power fuel pump relay fuse in the trunk........

I will check the pins tomorrow. I actually suspect that maybe one or more are loose.

3 double hash stopsign is a ground through the ignition switch

and

103 square is # 6 / 5 amp trunk fuse box , this passes through the BT4 connector which can be a pain to reconnect above the fuel tank

and

the before mentioned # 10 / 5 amp right heelboard fuse box

And

# 7 double hash circle is the fuel pump relay control
