Sorry Riley, I don't have familiarity with this code, but I do know you will be chasing ghosts if your battery cables are corroded or have bad ground landings. Be sure to check for any corrosion, if so, replace, cleaning will not get the corrosion down in the cable. Check the power on the battery, should be 13+ volts. The Jag (and other saloon types) is a fickle creature when it comes to power, ...or lack thereof.

So update, apparently the cluster needs to be fixed. This is what the import shop has said. It can either try to fix my cluster for 500 with no guarantee hat it will start, or get a completely new cluster. And even with this he said that he isn’t completely sure if the car will turn over. The electrical problems with these he said it’s hard to pinpoint issues. This is a headache!!

You need to get a history of what has been done to the car. It is possible the ECM was changed. If that happened the security system won't let the car start until the new ECM is programmed to the car. My understanding is that if they tried a different ECM and it wouldn't start and then put the origin back in the original ECM will now have to be programmed to the car, the security system thinks someone is trying to steal the car. Do you have another set of keys for the car. I seen post where a key that has worked for a long time will suddenly stop working and a different key will start the car.
