Default California requirement for emissions readiness monitors

Hi all, I have a 2003 XJ8 X308. I'm trying to get it through it's smog test to complete my vehicle registration. I've been checking my readiness monitors and i have all of them completed with the exception of Evap and CCM (Comprehensive component monitor). I have no pending codes and only the P1000 DTC code indicating incomplete.
I've trawling through various posts on here and seen that a few people have had the same issue and with no clear solution on how to get them to set, besides following various drive cycles, which I have done several times.

My questions is this, does anyone know for certain if CCM is required for California? My understanding that only evap was allowed to be incomplete but I recently read a post from another CA resident who was able to pass smog with CCM incomplete!

Checking various CA govt web pages does not provide any clarification other the statements about Evap allowed to be incomplete. I'm hoping CCM is a "don't care" for CA smog but I'd appreciate input from anyone who knows.

thanks

Blair G

Until you see P1111, I wouldn’t bother going to the emissions test center. Concerning California, if you have to question if they need to see something as ‘pass’, always assume yes.

Here's a link for the California emissions requirements up to MY 2003.... https://ww2.arb.ca.gov/sites/default...ifications.pdf
But, if you have any questions of the details in that, simply ask a test station, it's not like it's a secret for them not to tell you. Flat out many of these older vehicles get exempt simply because they don't have the machines to test them anymore or they are reclassified for their weight.

I guess I would be wondering why it is not getting to P1111. Clean the MAF, clean the throttle bore and plate, check air tube for leaks. Clean around the gas cap and make sure it is on tight. Drive it enough cycles.

Contact the smog station you intend to use and ask them if any of the monitors are allowed to be incomplete. I don't believe the vehicle is going to pass with any of the monitors incomplete.

I lived in San Bernadino County before such testing was required however,
I can't imagine testing stations to allow much in the way of variance.

Default Car passed CA Smog

Just to close this one out, as I hate it when people pose problems/questions and then never let the group know how it turned out.

As was suggested by a couple of replies below, I went to my normal Star SMOG station and asked the tech what was allowed for incomplete monitors. His reply was that, in CA, ONLY Evap is allowed to be in an incomplete state. When I specifically asked him about CCM (Comprehensive Component Monitor) he said that was only a concern for diesel vehicles, for gasoline powered vehicles it does not matter.
So armed with that info I went home picked up my Jag and drove back to the SMOG station.

I'm glad to say that my 2003 Jag passed CA smog with DTC P1000 and EVAP and CCM still showing incomplete! Hopefully this will be helpful to any other Jag owners in CA who have had similar issues getting CCM and EVAP to set. I know from my own research on this site there have been a few in CA with the same issue. But to confirm they are not needed to pass smog in CA.

And while I agree that waiting for P1111 to show would have been a fool proof way to go, continuing to drive a car on CA roads with a sticker that expired in 2023 was asking for trouble. As it was, I drove it over 400 miles to try to get all the monitors set with a "one day movement form " from the DMV, If you don't date it I guess you can use it multiple days, not that I would do that nor am I suggesting that anyone else should either, heaven forbid!!!
With my new smog test certificate, I can now complete my registration (I paid the renewal months ago but no smog meant incomplete), now I can go to AAA and get my new sticker.

The car has been off the road for a couple of years and it needs to be brought back and driven. I've replaced the front shocks and mounts as well as the rear shocks and isolators, fixed the rat damaged AC hose and had the system recharged so it blows ice cold again. As I get more miles driven I will be continuing to check the 2 unset monitors but I am less concerned about them than I was 24 hours ago.

Other things to address include, new tires all round, repair/replace droopy headliner, respray due to sun damage on the paint, new drop links front and rear, possibly also control arms and/or bushings, replace seats, replace dodgy fuel sender (works when full then after a couple of gallons show zero), door mirrors adjust ok for 30 secs and then stop adjusting even when the car is running, repair/replace drivers door speaker/ wiring or head unit (not sure which it is), memory function on door panel does not work ( no red light ), vanity lights on the sun visors are out on driver and passenger side plus other things I cannot remember.

As you can see, if you've had the patience to read this far, there are a lot of things to address to bring this old girl back. I've owned this car since 2009 and it only has 86K. Now that I'm retired I have the time needed to get all these tasks done.

Financially, what I'm describing makes less than zero sense, I know that, the car will be worth only a few thousand dollars at the end of the day (it's worth about $500 to $1,000 right now). However this is MY car and it's worth it to me. I'm sure I'll be pinging the group about more things as I go through the recommissioning process.

Thanks for the replies all.

We are here for you. That's what's nice about this forum. And I truly understand it is MY car!!

Went to the neighborhood Valvoline Oil Change station this morning -- beginning to worry that the car hasn't had new oil for nearly a year, even if only 4000 miles -- "I'm sorry, it is now corporate policy to NOT service Jaguars!" It is still MY car . . .

Wow, that seems a bit discriminatory! The XJ8 is super easy to do an oil change on with the filter and drain plug close to the front of the car. Surprised at Valvoline. I used them for my Ram 1500 and they were very thorough and quick considering they changed the engine oil, differential oils front and rear as well as a radiator flush. Guess I'll just continue to change my own oil in the Jag.

Yeah, you have to take into consideration all the newer tightly shoe horned in crap and for them to simply look to weed out those later models which are the PITA, they simply refuse to service them all. My Jag is as easy as my company Caravan to service.

Excellent!

It sounds like your car might be in the category of the attached PDF.
