He's charging me alot of $$ to reinstall this back. i was told that he need to remove all the panel..etc. what is the purpose of this and why is my jaguar still work eventhough this is not connected/
Welcome to the forum jomia092306,
I've found your question about the fuel return valve at the end of a newbie Intro and moved it to XJS forum. Members here with the same model will be able to help.

If so, it is not needed and you can forget about changing anything. The LHS regulator controls the rail pressure, the RHS one was fitted by Jaguar to (most people think) unnecessarily prevent fuel pressure 'hammer' in the supply line.
Do you mean the RHS fuel pressure regulator that (if it were there) sits on the end of the fuel delivery pipe just before the fuel rail?
