Saw these at a local yard sale. The brushes appear to be made of fine stainless steel. They are about 4 feet long and the brushes are about 5 inches in diameter. The bracket are made of aluminum and look like they were designed to bolt on to something.
These look professionally made, not something someone did in their garage.
The brushes are steel? I have seen similar devices intended to mount on the top of the mast of a sailboat, that were intended to dissipate static electricity, to help prevent lightning strikes. I have no idea if they were effective.

I looked at them again today and found an electrical connector mounted on one of the brushes. I agree with you that these have something to do with static electricity.
If so, why are the brushes curved? Were they meant to follow the contour of something?
