More than likely, it is the control module. It is a grey plastic box located under the seat, near the front, one module per seat. At this point, it is best to swap the driver and the passenger module to see if the problem "moves" with the control module. If so, the module is damaged and need to be repaired ($100?). This is a very common problem.
Adjust the seat bottom all the way up for clearance. Remove 2x10mm nuts and 2 or 3 plugs in the back of the module. The seat does not need to come off.

This is a common problem and usually has to do with the tracks near the edge of the seat control module PCB rubbing on the case and wearing away. These can be fixed by soldering a wire bridge across the track break. The worn away track(s) are fairly obvious, and continuity or lack thereof can be checked with a multimeter (scrape the track clean for a good connection). Before you go too deep, try removing the switch from the side of the seat, open it up by removing the small torx screws in the back, and press the actual electronic switch on the circuit board. The problem could be the exterior plastic switch "handle" (for lack of a better description) and not the electronics. Been there, done that.
