OK here is my update. Looks like the problem was the OBDII connector had to fiddle with the connector to get it to work and it passed. ? is there a way to change the ODBII connector ? if now know what to do to get it inspected.. I was to thanks EVERYONE who helped me get it fixed this is a GREAT forum . Thks George

Good news!
You could change it but now you know a fix. Also, you might find by looking closely at the current one that a pin is bent/loose/whatever.
Any auto electrician or the like should be able to figure it out if you'd rather not risk doing it yourself and perhaps making it no better (or even worse).

The proper name for this connector is SAE J1962. If you search eBay, you will find all manners of connectors, splitters, extensions, gender changers, etc. Cheap, too.
If it was me, I would take a hard look at the existing connector and try to repair whatever pin seems out of place. Remember, the actual OBDII diagnostics is only available over the ISO 9141 protocol, so pin 7 and 15.
