Headlights always on
Another route is to simply add a jumper in the left hand engine compartment fuse box for the fog lights to be on at all times.

Thanks for the info. At the moment I will just continue to use the 'auxiliary' relay I installed for the DRL function - it does the job. The other headlight settings appear to work OK, so this repair is now on the to-do list!

Car passed the RIV inspection......excellent!
For others dealing with the Daytime Running Light issue on US cars imported into Canada, the requirement for these is:
"This Vehicle requires daytime running lights [DRL] to comply with CMVSS 108. The Master Headlight switch must be in the OFF position in order to pass DRL verification."
However, these lights don't need to be the headlights - they can be fog lamps (which I used, since I think this actually looks best), or apparently even 'add-on' spot lamps or LED strips.
