The snag - on rare occasions but they happen - is a kind of Catch-22 where the monitors were cleared then can't set due to some fault that in turn can't be flagged due to not enough set monitors. (Ideally you'd never clear codes and never disconnect the battery (or have a flat one) so this Catch-22 could not happen.) The logic inside the PCM is horrifyingly complex and only mostly works when faults are present!

Interesting, seems as that might give a clue as to why many of us get stuck in the "incomplete" status . I was surprised that my faulty purge valve with a short (failed diode or winding?) did not show a fault code, yet when I unplugged it a fault code popped up (purge valve circuit open). I would think that if a component can fail in two simple ways (open or short) that both should throw a code.

Normally will. I guess you had yet another fail. Not been reported before, apparently, so "lucky" you.

i have the same issue, cannot pass smog in ca. cannot get the car to reset itself, new battery and other work 200 miles ago and will not pass smog...so i will just keep driving, that's all i can do. it's somewhat comforting to see others have had this same frustrating problem and eventuallly the car just resets itself.

Use OBD live data. See what's happening.
