Is $1350 a fair price for new front struts and mounts installed for a 1999 xk8?

Probably depends upon where you live and who is doing the work. That figure is a bit on the high side, though....

and you will need an alignment too. the new mounts will restore ride height and and this changes camber which will always change toe

That's right at the retail price of the parts involved, DOUBLED, which is the way some shops figure the bill.
