Difficult to find low mileage 2016-18 F-Type R in Sapphire Blue or British Racing Green.

You might have a hard time finding a Low Mileage example of any color. People who drive F-types usually really like them and drive them quite a lot. You might have to widen your search far afield.

The current shade of BRG was introduced on the X150 and the F-Type in 2014 but few original buyers specified green and they represent a very small proportion of the production. Although the colour has been available on other models for a few years, I've rarely seen another recent green Jaguar whilst driving my BRG X150. Most F-Type owners like loud exhausts and loud colours. You may find Sapphire Blue is also quite rare.

Effectively - YES.
From time to time the media make "guestimates" so you may find relevant press articles but this won't be supported by actual figures from JLR. I recall many years ago seeing a colour breakdown from Jaguar North America for XK8's imported to the US but this was never repeated.
