The write up you did was/is phenomenal. Unfortunately my problem is a tiny bit different. That being said the info contained in your E-brake lever sticking - Fix +1 has been invaluable.
My problem is that the e-brake cable doesn't return properly. I think it is on the way to seizing up completely to then become the same problem you have described.

turnbui, based on what I am getting from your problem description, odds are, you need to replace both of your e-brake cables. Just to ask a silly question, if you remove the cables from the rear calipers, does the e-brake lever return on its own? This is evident by having a pin on the e-brake lever coming in contact with one of the bolts that holds the cable support in place. You can also try taking a product like PB Blaster and letting it run down the cable (squirting a little bit at a time) and seeing if that will free up the cable if it is the cable that is your issue.

Thermo, it looks like the lever on the caliper is the main problem. It is not returning to its at rest position immediately when the hand/e-brake is off. However, since I have changed the pads on both rear wheels the hand/e-brake is now operating the piston, ie working. The lever does slowly retract when e-brake is operated. The car has done 62,850 miles so I guess the cable might need replacing. That said when the end of the cable is disconnected from the lever on the caliper it is free and easy. Looks like I'll be servicing the caliper as per your instruction. The rubber weather boot that covers the cable end up to the nipple is in good shape and has protected the cable.
I'd be glad to hear any further advice and/or comments you might have.

turnbui, I would first try removing the arm for the e-brake and applying a little bit of oil to the shaft. See if that makes things any better. Otherwise, you are suffering from the same thing I am and the only fix I have found so far it to either: 1) buy a new caliper, or 2) dismantle the caliper like I did and build it back up, removing the rust that is binding it up.
