I had a bank 2 lean code that I cured and am now waiting for the Oxygen Sensor Monitoring System to re-calibrate so I can pass emissions. I've been driving it for 4 days, performed the reset procedures for both upstream and downstream sensors a number of times and gone through half a tank of gas trying to get the ODBII to say ok instead of incomplete.
Any other ideas ? Thanks

What reset?
Note that each reset tends to undo all the useful things that have occurred, setting you back a long way and should not be done without a good reason.
If you let it learn for a while without any more resets it may be worth posting which monitors have not set and also to check the fuel trims.
If you clear the OBD codes you also clear the monitors. There is usually no reason to clear the codes despite the endless posts saying to do so, especially as doing so clears the monitors. Fixed faults result in the code self-clearing (*) and without the unwanted side-effect of unsetting the monitors.
(*) as required by your laws, and yes Jaguar do comply

Thanks for the reply. What I'm trying to say is that my scanner shows the O2 monitor's status as incomplete indicating, as far as my problem goes, that it will show as "not ready" in a PA emission test. PA only allows one "not ready" and the Evap monitor is also incomplete. That one, however, is incredibly lengthy and complicated to make ready so I'm shooting for the O2 monitor.
All of the DTCs were gone days ago and I haven't cleared anything since then as I know that will restart the procedures.
I don't remember the O2 taking this long to set up. I just got back from 100 mile trip at highway speed and it STILL is not ready. I'm starting to wonder if my scanner is broken.

May well not be your scanner.
EVAP is usually fairly easy but you commonly need a tank not too full or empty and a cold soak overnight.
If the O2 won't set it may well be that the car can't flag codes in that area but has a problem.
The site has an in-depth PDF (somewhere - large file area?) about the monitors, codes and a lot more.

It all started with a P0171 and P0174. Smoke test was negative, replaced MAF sensor which cleared P0171 and, finally, replaced upstream O2 sensor on bank 2 which cleared the last code. That was last Thursday. Since then I've done the steps to calibrate both the upstream and downstream sensors 3 times each, used the car for daily driving and driven about 100 miles on a dedicated trip at 70mph. Neither monitor has become ready.
To the dealers it appears to be something of a mystic art to reset them and their answer is to drive the car for a while and eventually they will set. My problem is that the car failed its state emissions test and the 30 day grace period is about to run out. It's my fault but I'm trying not to pay for a retest.

Make sure your battery is in top shape, my 04 XJ8 was taking what seemed just too long, after the battery was disconnected, when compared to the 07VDP. Which needed a new battery, and cleared all seven codes on the scanner in several days and a few hundred miles. The battery in the 04 was not failing to start the car, but a drop voltage test showed it was a little low at 10.7 volts. A new one did the trick, cleared a lot quicker for the test than before replacing it.

To a dealer it's an old car and they may well have no-one who has ever read the PDF I posted about. You can...

After another round of running through the procedures (and more fuel spent) I went to the service station to ask for more time. After a discussion about the emissions requirements in the state (PA) it was determined that my car, as a result of its age, can have 2 "not ready" codes as long as the CEL is not on. So, I am good to go for inspection. However, the EVAP and O2 systems are still not ready and, honestly, I really don't care. I'm sure they will straighten themselves out in their own good time.

So, 200 more miles and multiple drive cycles recommended By Jaguar to the CARB referee to me After the speedometer has been repaired and still O2 sensor not ready.
Really interested to see if MarinMan has any luck with his dealer visit!
