No starter turnover, Battery good.
I'm not sure how much work it is to drop a starter on the XJ's since I haven't dealt with the problem yet but I usually start with the easiest thing first. Drop the starter and take it to your local auto parts store and have it tested and go from there. Testing is free usually.
Have a look at the "false bulkhead" power connectors on the outside of the boxes at each side of the firewall. Then check the power connections on the fuse panels. Check the inertia shutoff switch. With some more info concerning the condition of lights and dash indicators someone can help you narrow the search for the cause.
FWIW, "dropping the starter" is a royal PITA on these cars, so a lot of diagnostics should happen before embarking on that adventure!

I'd suspect a bad engine strap.
