I removed the heater water valve last week and found it frozen in the open position. It loosened up fine with penetrating oil. I found that it doesn't completely close off all the water from passing into the heater core. Is that correct? I would have thought it should close all the way to help the AC cool the interior on hot days. The vacuum part works quickly and goes as far as it can but I can still see light through the valve.
