Welcome to the forum, Ron. That's a vacuum hose that enables the cruise control. If possible get a piece of rubber vacuum hose from your local auto supply to patch it. Please visit the new member area and introduce yourself wen you have time.
Ron, FWIW, when this vacuum is compromised this will happen. Start a drive, level road or downhill , engage cruise control. All looks ok until you meet a rise in the road. Cruise control will engage to increase throttle for the uphill. Leak prevents this. Car realizes its attempts are futile, cancels and disables cruise control, displays amber warning message (I forget exact verbiage).
the cruise control refreshes when ignition is cycled off on.
I encountered this when my motor mounts needed replacement. Excessive engine movement jiggled the silencer out of the air filter box and tugged on this hose enough to pull it off.
Must be the photo - all hoses are virtually brand new. (Less than 3000 miles on them)
Had a recent massive temperature/atmospheric pressure change which sometimes causes the hose to temporarily collapse.
