I can't figure out this noise. This is with or without serp belts. The belt tensioners are fine on the top side. The chains were tight and the cams are in alignment. No engine light, I have not checked the codes yet. Help please.

Not a mechanic here but I do notice that the sound seems to perfectly be in sinc with the white marks on the belt. Just an observation so possibly a good place to start? And it sounds like a squeaking. Something rubbing. I tend to notice any slight squeak either in or outside my car. You sure every bolt is tight? I had a bolt on my fan housing that was loose and when I tightened it, my squeek went away. Not the same sound but similar.
Did you check water pump? There's another youtube video with a similar sound and they all suggest water pump. "Engine Noise Jaguar"

Look down to the alternator and see if the belt is jumping.

It sounds like a valve problem. Were the tensioners just recently replaced? It is a rhythm and it sounds consistent. Do you have a stethoscope to narrow down the location?

Bought stethoscope today. Definitely noise from the lower tension-er front chain area. If I have bent valves, how hard is that to do. I have very little mechanical experience. Doing the upper tension-ers was not difficult, but is 99% of my mechanical exp.

Bent valves would cause the engine to misfire due to reduced/no compression in a cylinder(s) - that doesn't seem apparent here. Ancillary devices (water pump, alternator, etc.) won't make noise if the belts are off guys. It doesn't appear that the dampener is out of whack and rubbing the cover. Hearing the noise through the stethoscope coming from the cover means you'll be taking it off...
