Replaced 8 seals from intake to block. It helped. Now starts without any throttle. However P0171 and P0174 still popping up, albeit less frequently. So must have another air leak. Before that fix. I replaced the MAF which had no effect. So many possibiites where air can get in I'm going to due a smoke test before any more work.
Check the brake vacuum supply tube underneath the throttle body on the passenger side. Inside that elbow where the tube goes into a plastic lock and behind that lock is an o ring that could be rock hard, broken, missing or otherwise not sealing.
What Addicted is talking about is the orange arrow and also make sure the brake vacuum (green arrow) isn't dry and and seeping air.

It's a small leak. Pulling about 17in Hg at both brake booster and evap.
Is the diagram with the multiple hoses from the Workshop Manual? Do you have the page that identifies the numbers?
Am I correct that a non-supercharged 2003 does not have an EGR? Are 11-14 exhaust gas?
9 puts vacuum on the valve covers right? Not sure of the need for that. So I guess a bad seal on the valve covers could cause the problem.
Might also check the O ring on the oil dipstick; torque the base of the throttle body; check every vacuum hose; clean the bore and plate; run a can BG 44k through a tank of gas. As mentioned before, small cracks in the bellows from the air cleaner to throttle are the most frequent. A propane torch passed along every possible leak -- manifold, et al -- will change the idle once discovered.
I've had those for years, but before I got a hold of the Workshop Manual. I don't recall the source, probably from onsite here most likely (Bob and/or Jim Lombardi) and I just decorated as need be.
For the EGR, I do not know...there were some slight changes between the AJ26/27 setups (like the purge valve) and the depictions usually show both. So take those with a grain of salt. But like Jim here says, check all around the base, there is hosing on both sides.
Did a smoke test with a hand pump and a Macanudo. Hooked pump up to brake booster input. First saw nothing. So much smoke was flowing out the air cleaner, I decided to put a rubber glove over the throttle body to increase the pressure. Smoke coming out at a couple of the injectors where they mate to the intake. Going to apply some RTV on top of the o-rings and see if that works.
The affected injectors are not on the ends by the hold down bolts. Their o-rings don't look as far down as the others. The c-clips holding to the fuel rail are on correctly. Could be fuel rail has a slight bend.
