Typically, the culprit is the brake switch. TONS of posts about it. This is a common problem. On my car, the message was "Check Rear Bulbs, Cruise Control Not Available", or something to that effect. The fault came and went for a while (basically, would come in randomly while driving, and always went away after restarting the car). Went away completely after replacing the switch. The switch is sometimes sold as a cruise control switch.
Technically, there are error codes for this fault, but you need a proper reader to get them in real time, as they are lost when the engine is turned off.

It would be most useful to know what vehicle we are dealing with. Please add it to your signature that away its always there. For the early 97 and 98's that message was caused by a weak ground on the rear bulb carrier. If you unplug the connector to the light assembly you can look for excessive heat on the plastic housing and distorted fingers inside the plug. If they are present the solution is to add an additional ground. There are a lot of threads here on how to do that.

In the U.S., driving with 'parking lights' in many States is ILLEGAL. The PARKING LIGHTS are for PARKING!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!Before hazard flashers were the rage (1960s/1970s) you just turned on the PARKING LIGHTS when you parked on the side of the road.
I see many people driving with ONLY side lamps but numbers don't make it legal. Some European cars have parking lights than can be illuminated on the ROAD side of the vehicle (OLD Mercedes comes to mind).
I have no idea if Canada allows parking lights to be used as Daytime Running Lights.
I have a personnel preference to using vehicle lighting during inclement weather but some people just drive DARK and sneek up on me!!!!!!!!!!!!!!!! If I can't see you????????????????

Yeah my favorite are thenjoying jerks who drive asphalt grey cars with the lights off at dusk.
Reminds me of back when they started to sell the Hummer to retail customers. Guys actually asked for and we're disappointed when the couldn't get the same camouflage color the military uses. Um, that would be brilliant- set it up so no one can see you on the road...
I just leave a price of black tape over the auto headlights light level detector in my car. Better to see me with.

I have actually added DRL's as I think it's safer - for me the parking light bulbs are less than useless in our UK gloom.
